Validate plugin manifest (V2)

Validate a plugin manifest without deploying.

Returns structured validation results:

valid: Is the manifest deployable? (no errors)
errors: Blocking issues that prevent deployment
warnings: Deprecation notices and suggestions
info: Helpful tips and best practices
summary: Counts and metadata
normalized: Manifest with defaults applied (if valid)

This endpoint is:

Retro compatible: Old manifests work, new fields are optional
Not aggressive: Warns but doesn’t block on optional improvements
Helpful: Provides actionable suggestions for each issue
